Background:
According to DHS 2015, Rwanda has a population of more than 11 million, adolescents and youth represent respectively 22% and youth 32% of the population. Fertility rate trends  reduced from  6.1% in 2005, 5.5% in 2007-8, 6% in 2010 and 4.2 % births per women in 2015 The contraceptive rate for any modern method (mCPR) increased from 10% in 2005, 27% in 2007-8, 45% in 2010 and 48% in 2018. The trend of contraceptive use among adolescents improved: from 3% in 2005, 24% in 2008, 33% in 2010 and 35% in 2015.  According to the same source, the unmet need for family planning among married women aged between 15-49 is of 19% up to now, whereas for adolescents it trended down from 22% in 2005 to 4% in 2015. . Despite this improvement and the use of contraception among adolescents, the trend of teenage pregnancies went up, from 4.1% in 2005, 6.1% in 2010 and 7.3% in 2018. Most of the time these deaths are accompanied by avoid complications during pregnancy that may lead to maternal mortality.

According to 2016 Maternal Death Surveillance and Response report (MDSR), abortion represented the 3rd cause for maternal death (9%) after post-partum haemorrhage (PPH) which was 29%, puerperal sepsis 17%. Abortion and eclampsia each represented 9% of maternal deaths. With MDSR 2018, maternal deaths due to abortion are 7%.  However, the distribution of maternal deaths due to abortion by age group was not documented.

To mitigate this situation, the country has signed on the Sustainable Development Goals (SDGs) and  is committed to achieve, by 2030, all the health related targets including  targets 3.1, 5.6 , and 3.7 to reduce maternal mortality ratio to less than 70 per 100,000 live births and to ensure universal access to sexual and reproductive health and  rights.

To support  the country’s efforts to address the above gaps and to accelerate the attainment of the mentioned SDGs targets,  WHO will support the development, implementation of  strategies and guidelines aligned with the Global Strategy for Women Children and Adolescents’ health and effective  implementation of  Adolescent Health Flagship and the Maputo declaration article 14  2 © In addition WHO, the WHO, GPW13 recognize that access to SRHR can only be fully achieved through Universal Health Coverage (UHC), promote better health and well-being of all in needs. Within this context, WHO will support the country to reduce preventable maternal morbidity and mortality in particular from unsafe abortion?

* Purpose of the Position

Under the guidance of the Operations Officer, the position will contribute to support WHO/Country Office to address preventable maternal morbidity and mortality, through timely and effective administrative program support.

Job Description

*Objectives of the programme and of the immediate strategic objective;

To contribute to accelerating the reduction of preventable maternal morbidity and mortality in Rwanda through the development, monitoring and implementation of the action plans to increase access to Sexual Reproductive Health and Human Rights services and strengthening capacity of health providers (pre and in services), gender focal points, school teachers, community Health Workers (CHW), community family, and  enhancing collaboration with the Ministry of Justice and National Human Rights Commission for effective implementation of all components of SRHR..

Under the overall guidance of the WHO Representative, and direct supervision of the Operations Officer, the incumbent will provide administrative and financial management support.

*Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; including main achievements expected).

Under the overall supervision of the Operations Officer, the incumbent of the post is required to perform the following duties:

Maintains financial records and monitoring systems to record and reconcile expenditures, balances, payments, statements and other data for day-to-day transactions and reports
Selects and enters data from a wide variety of documents verifying accuracy by checking sources, making necessary calculations and assuring inclusion of all relevant data
Initiates correspondences to verify data, answers queries and obtain additional information on accounts and financial transactions, as required
Prepares detailed cost estimates and participates in budget analysis and projections as required
Monitoring budget allotments, establishing obligations, assignment of accounting codes, recording and reconciling financial transactions, and preparation of reports.
Monitors the utilization of award budgets against expenditures, award distributions against approved project funding and PB allocations
Provide coordinating support in preparation of cluster-related meetings and seminars.
Assist with logistical arrangements as appropriate (i.e. meeting coordination, arrange note taking, coordinate preparation of minutes and reports, and arrange for translation/interpretation).
Ensure proper administration of physical resources and office arrangement for team members including vehicle, office equipment, furniture, and supplies and produce status report on a regular basis
Provides admin support to the team members of the cluster including Processing of correspondences; Travel arrangements; Meeting arrangements; Processing of stationery requirements and its inventory
Maintaining a filing system
Perform any other related duties, including providing support to other areas of work, and the WHO Country Office, as assigned.

Excellent interpersonal skills, with ability to work effectively in a team Good knowledge of Accounting and related disciplines. Ability to acquire sound knowledge of WHO rules, regulations and procedures. Must be computer literate and familiar with MS Windows applications.

Education Qualifications

* Essential

Completion of secondary education supplemented by a technical training in book-keeping, business or accounting.

*Desirable

University degree in Accounting and Finance

Good knowledge of computerized accounting system.

Experience Qualifications

* Essential:

At least 7 years’ experience commensurate with the duties of the posts and its grade in an international organization, NGO, government agencies or any other reputable organization

*Desirable

Previous relevant working experience in the UN

 * Skills, knowledge and Abilities

Ability to work in a multicultural environment and commitment to working as part of a multidisciplinary team
Ability to prepare and disseminate financial status reports in time
Use of Languages and other skills
Languages

Excellent knowledge of English, the knowledge of French is an added value.

Other skills (e.g. IT)

Must be computer literate and familiar with MS Windows applications for word, spreadsheet and data processing.
